Lol, its fine, I don't want you to change the idea of your oc. Its great. I just thought that's what would happen if the dust gets into the ponies eyes. lol. Maybe I was exaggerating, but maybe the dust can be like snowflakes. You know, like they would fall on the ponies and feel like this trickle of soft dust landing on them. Not stinging, but more like warm feeling as if your oc is giving the ponies of equestria good luck each time you pass over them Yeah, okay that whol stinging in the eyes may stay in my head and does sound true, but just think of it like gentle snow flakes. LOL, imagine if people/ponies got stung by snow as well. "Everyone inside, this darn snow is burning our eyes!!" XD
For the strength, I feel like you should just have your oc be that strong and not have to use any tools. I mean look at Maud Pie, she DESTROYED that boulder and she was an earth pony. Your OC may not be an earth pony but she sure can be the strongest kind right? Plus, more power to her right LOL, wouldn't it be funny if your oc went to the gala and somepony needed something lifted or I don't know broken, you just go through the crowed looking all glamorous saying " I got this, you better stand back though" and you just wreck or lift the object as if it was nothing. All of the other ponies would have their jaws on the floor XD. So I feel like you shouldn't use tools and its all her. She beautiful, her dust gives the ponies like a sincere feeling of luck and astonishment, and freakin strong. What stallion wouldn't want to be her. LOL. But yeah, I hope I didn't offend or make you have to change any of your ideas. There all great, just felt like I needed to say some things and maybe poke a few fun ideas into them.

I don't think I've ever commented on this one, but I feel I must just let you know how much I love this pony. She's so beautiful, and so unique. I can never get over how great your OC designs are. I hope one day I can come up with some as cool as Cobalt and Glitter Dust.

Makes you think if the ponies from the toys are actually from other time periods. Possibly including Pepperdance and Star Dreams, the toy sets say they interacted with Lemon Hearts and Applejack, respectively, but it's very well possible that Pepperdance & Lemon Hearts were band members of bands with the same names and inspired by each other, but in a 70-100 years difference, and that Star Dreams got her CM while doing a sleepover in a place with the same _coordinates_ as Sweet Apple Acres, just not in the Mane 6's lifetime.

She will never not be my favorite thing ever. RarityForeveryou are a goddess! The design is absolute flawless. No other pone could pull off a look this golden and good. The shoes are just a dream and the layered, pleated skirt is divinity solidified. The gold rufflets descending until they merge at the bottom and oh Celestia that sparkled train. AND THE HAIRBANDS! THE HAIRBANDS! I think it's clear to say that Gala Maregara had stallions and mares alike falling in love and falling over themselves for Glimmer. She's the Helen of Troy of ponies if I ever saw one.
